Head of FOS resigns

Caroline Wayman has left FOS. There is reported to be a backlog of over 15,000 claims. Was it her fault? Was it due to the increase in the monetary award now possible at FOS attracting more claims? Was she not given enough resources? Or, will FOS now change?
